I had this issue and managed to fix it but not sure for how long.
You can try to remove everything from the bottom part of joule, propeller etc. Clean everything with some paper.
Turn the Joule upside down, cover the whole from where water usually escapes, spray some multioil (I've used makita one) inside it. after few minutes - clean the inside part gently, spray some more and leave it for some time (I've checked after 10 minutes)
Clean it off again and do the vinegar 'joule cleaning process', i also set up joule to the highest temp and left it for few hours...
I'm not sure if multioli was the best/most healthy option - someone can correct me if there's something better you can use to clean the dirt and oil joule up, i was pretty desperate...

I just used the same method to fix a Joule sous vide with the same problem. I used mineral oil. It is OK for human consumption. I then cleaned the Joule in clean water with a couple of drops of detergent to remove excess mineral oil. I’ll update in a few days to let you know how long it works. It would only run for less than a minute before the fix. It ran for 10 minutes after the fix.
