Hi! I hope you are good and yes sorry for the late reply. I can give some suggestions- IUCAA, ARIES, IISC other IITs and research institutes offer astronomy.. if you want to carry your degree in India, you can choose one of them. Abroad you can explore Europe, US, Australia. After PhD it depends on you, if you want to continue your career in academia or industry.

In PhD I think you get some leaves, but you have to submit your leave application. And in other degrees there is no vacation in between the semester, although there are sem breaks in December and (April- July) . PhD Attendance is now biometric in IITs and for course work it depends on the instructor.
