In summary:
Flashing right arrows are rare
The pedestrian signal at one of the crosswalks goes to don’t walk at one second left
The 4-section traffic lights does not always display flashing yellow when a pedestrian is detected
Protected and prohibited left turns occur at the same time
The blank out no right turn sign and bike signal only works when a bicycle is detected
Anyways, this is a very new traffic light installation. The only ones will stop working after a few years and get replaced with new ones.

MUTCD requires the flashing yellow arrow to be UNDER the circular green.
And what is with California cities and yellow crosswalks?

Yellow crosswalks are nationwide, not just in California and it's because a school is near by.

@@sandiegotrafficlightstrain354 No other state uses yellow crosswalks. Only white can be used, with other colors for decorated crosswalks as accent colors. FHWA has specifically stated in the early 2000s that crosswalks other than white are no longer permitted, as yellow and yellow-green crosswalks did not improve pedestrian safety near schools.

It only goes green whenever a bicycle is detected. It is because there is no bike button. The there is a bike signal on the back because it has a camera in front that can detect bicycles.
