Excellent question. I have not tested whether this light will reach adequate temps to cure powdercoat. I will say it's pretty unlikely. Powdercoating requires temperature saturation of the part and wheels are a larger more dense component. Reaching 400+F would be too much for this heat lamp to achieve in my opinion.
Your best bet for wheels is to source a residential electric oven.
