I think you could make the argument that since they don’t have any protections in place against terr or ists , like say metal detectors at the door, that would indicate that they, in fact, do not have any concern about an attack. And if they don’t have any concerns, there is no ground for suspicion. If they are legitimately concerned about some kind of an attack, then what new procedures or safety measures are they putting in place to defend against it?
