The church looked into having a temple ship but ships require a little of maintenance and inspections they felt they couldn’t maintain the environment needed for a temple. They also looked at putting a temple in a 747 but nixed the idea for similar reasons. Right now the church has done so well saving and investing part of the tithing money they collected over the years the church can now build and maintain many temples. A few decades earlier this was not an option because the funds were not there and they were looking at making a temple portable that could dock or land in different areas. Then President Hinkley decided small temples would be acceptable. Now they are building prefabricated module temples.

My grandfather was friends with President Hinckley, and he told me that President Hinckley had talked to him about this idea before they started the smaller temples. He told my grandfather that they had been trying to figure out what the right solution was and a ship was one of their serious considerations, even at that time.
The Tabernacle was a portable temple, makes sense that a different mobile temple could be made to facilitate ordinances in remote areas. I wouldn't be surprised if they built one that could fit in either one or multiple semi trailers or containers to fulfill these needs, and it could be shipped around the world to these remote locations.
As a Navy Sailor, they need to make this happen! I would volunteer to serve aboard the USS Tabernacle for a mission-deployment. I had no idea the Church had contemplated it. 20 years ago I thought that a temple on a ship would be a brilliant plan to go up and down the coasts of countries, however with the mass temple building now I see that a physical presence of a temple blesses all people, and allows members to serve in the temple including youth.

Speaking of a temple ship. One of the church's historic chapel/meetinghouses in Pine Valley Utah was designed and built by Ebenezer Bryce, whom the National Park was named after. He was a shipbuilder and the roof trusses were built like the hull of an upside-down ship. This is now the church's oldest meetinghouse in continuous use.
I think that the one phrase you questioned with living ordinances in temples is exactly saying that most countries outside the U.S. are more focused on living ordinances because the members are not focusing on proxy. They are more motivated to go for themselves and don’t to for proxy because it is much more difficult to travel to a temple for members outside the US.

The ships would never need to lay in harbor for extensive periods beyond taking in necessary supplies, boardings, maintenance and unboarding. 12 to 18 month missions for the ship’s personnel. I was on my mission when the Church introduced the idea of small temples. After that announcement, we joked that we needed to do more and we suggested a fleet of semis rolling around the world with ordinance rooms in the trailers. Regarding those who travelled on ships or barges such as the Jaredites and Nephites, given they were traveling some distance, its feasible there were dedicated places on these ships for temple ordinances. After all, Moses tabernacle was portable, so why not a temple ship too? Even with the expansion of temple building on land, temple ships are another way to get more ordinances to a broader reach of people. The ship could be its own stake, as some have already suggested.

Many boats sank or got stuck.

Cruise ships have swimming pools, why couldn't a temple ship have a batismal font? Unless the temple ship would be like the Endowment House and used for living ordinances only.
Temple ships (including submarines, which are survivable as they can submerge during storms) can definitely have baptismal fonts, and every other accommodation for proxy ordinances. Cursed waters should not be a concern if the ships upon the waters are consecrated as temples. Do we think God cannot protect a temple ship? In these same warnings, God said that only the faithful can go upon the waters. Well, there is the answer to the whole concern. It even favors the faithful Saints, as they will be the only ones who can go safely upon the waters. That means no fear of pirates or warships threatening them.
With how temple rooms are being prefabricated, it makes sense that similar structures could be placed on ships and be interchangeable and would serve as an Ark. I would get a job on one of those ships as soon as was possible. And for stakes to arrange Buses to transport wards and stakes for assigned times and days. It would be amazing
Wouldn't there be a need for a passport to go on a foreign flagged ship? It would also be hard to secure a ship against anti-LDS/Christian terrorists. And I wonder if we'd have to let the country's leaders get a tour, or as they do in China, have spies in the meetings to ensure that subversive activities aren't being taught/organized. Would that require a re-dedication after each such instance?
