Armstrong needed Monsoon enough to hold back his expression of disgust and contempt for nihilism. A truly deadend mindset.
Steven didn't need him all that much, since in the end he placed the Desperado as just the only terrorist group to attempt the president's life. He just respected his opinion, even though he didn't like it.

I love Armstrong’s and Monsoon’s views on the cherry blossoms
Armstrong hates them because of how little they live. To him they’re probably similar to the Pseudo-intellectual of the world. People who are so insignificant and don’t contribute to society at all, yet people flock to them and admire them
Monsoon is different. He’s true neutral on it. He doesn’t find them to be breathtakingly beautiful nor horrendously ugly, just sees nature itself as doing it’s own thing. It has its own purpose in its life, and plus it’s not human so judging it doesn’t really affect what it does or will do. To him nature just exists, and he’s content with living beside it
Or as simply Monsoon described "they're just trees."

It's interesting how from just a few words you learn pretty much everything about Armstrong and Monsoon.
Armstrong is a very "Straight-Forward" kinda guy. He doesn't care about small or somewhat insignificant factors, he just wants things to go as planned. He also prefers long lasting victories over short-lived ones. The Cherry Blossom trees disgust him because they represent a short life span.
Monsoon, however, is quite the optimistic fellow. He likes to think everything serves a purpose in one way or another. This also explains his obsession with "Memes" or events in history that shape the world.
If not for political agendas, war mongering, and corruption. These two would most likely be upstanding citizens in modern society.
