If anyone says they do within short period, they assume you don't know India.Only best solution is to avoid overcrowd. In Chennai, they missed to do it natives of Chennai suffering for that. It was very clear from the beginning that the city is/ was growing beyond its infrastructural capacity. Rivers are rain fed and not snow fed as in north india. Since rivers dry up in summer the water scarcity is obvious. Moreover, water for irrigation and for industrial requirements were increasing every year. In the same way, population increased due to migration putting more pressure on water availability. This year due to scarcity of rain the problem is serious. This will repeat again and again in a much more serious way.
People should collect rain water in raining season and allow water to enter in ground to go deeper. 2 dont allow rain water get wasted on roads. allow the rain water to go to parks and where ever possible. in coarse of time our wells and borewells get filled up and Bangalore become cool. please keep some drums near foot paths and open spaces to collect rainwater and use it for gardening and other purposes. in terrace also one can collect rainwater to some extent by providibg big drums in different places of terrace and use it for your own use for washing cars abd scooters and cleaning purposes. this is what my suggestion

Railway experimented with Atmospheric Water Harvesting machine at Trichy Divisional office. Its a pioneering effort to be appreciated. Its working! There are manufacturers in India like Air-o-water etc!

Next Bengaluru is Pune. Traffic is worse, Air, Water, Noise pollution is at its peak. Recently mosqueto tornado seen over the river which flows through the city, the video went viral. Water mafiya in Pune is very strong, they create artificial shortsge of water and sell water tank for around Rs 1500 to 2000 per tank.
Rain water is not saved bzc all the roads coverd with cement, before land use to observe all the rain water but now

Being in bangalore since 6+ years I have never seen kauvery water apartments folks gets the dirty tanker water. Even tier-3 cities have clean drinking water.

Water problem resist even in Bangalore East where the kaveri drinking water is fully spoiled by certain people due to which the entire city is suffering from water problem no one even the BWSSB is least bothered on the clean and clear water supply. BBMP supply RS 10/- per can which is not sufficient in this summer. Government has to take some steps to supply clean drinking water through BWSSB
And they force IT employees to work from office in the name of economy !! Shitty govt.
