This is why we need state inspections. When a car is not safe for the road you call the cops. The customer either pays to fix it, or they pay to tow it away.
We need less Government, not more. These vehicles should be red tagged so they can not kill you or me on the road. Getting government involved in inspections just causes more cost with less results. Having a service shop use value judgements then red tagging the vehicle is best. A trooper or other LEO can ticket the driver for unsafe vehicles across the USA. if the owner continues to drive it.
