    The Department of veteran affairs has its own federal police force and they have sidearms and M4's. Not just for hospital issues, neighborhoods have change around them and have to deal with that.

    City hospital officers have been dealing with this issue since the 1980!

      Both my adopted sister and my ex- sister-in-law served as City Hospital Police, one as a patrol officer and the other as dispatcher in the same hospital, I served as an officer with NYC Human Resources Administration Police, as did my uncle, who was my division commander (lieutenant) when I graduated from the academy.

      Only recently (within the last 10-17 years) has the city allowed any of the so-called "Special Officers" to apply for and carry a firearm, and then only while on-duty ( so far the exceptions to the rule are officers employed by the NYC Department of City-wide Administration Police - DCAS)
      Other agencies, which have been in existence longer and employ many more officers to protect the employees, property and the public are not even afforded the opportunity to protect themselves along with the general public while performing the duties of the job which can be extremely dangerous in comparison to the duties performed by contract security officers. The law says they must have the training and pistol license, but not who the issuing agency has to be, or whether or not the license will be valid everywhere else in the state. City licenses are valid everywhere, but those legally obtained and secured from outside counties are not valid within the city, why ? When did city law override state laws ?, They don't !!

    Whether or not the security officers are former police officers , only reflects the amount of training that they have received, but the bottom line is that they are legally and simply "Security" and not legally protected Peace officers, who if properly trained and certified by the state of NY, can legally handle these types of problems under statute, should they be confronted with them. Ther retired officers must conduct themselves as regular citizens, completely governed by NYS Security Law, NYS Penal Law, and not indemnified by statutes that regulate the discharge of their lawful, specialized, and recognized powers and duties. NYC has routinely denied these officers and other officers from other city-owned and operated agencies from what both the constitution of the United States and the state Criminal Procedure law say they are permitted to do in order to protect thenselves and the general public.
    As a former officer for a different agency, I'm opposed to any rules and/or regulation which contradict what the laws in place permit. I have had relatives, friends , and other employees tell me that they as well, are opposed to this type of discrimination and if Corrections officers and police officers can travel into any of the hospitals or agency premises without any complaint or disagreement with their actions, why can't officers employed by the agency in questioned ? It would afford a quicker response time for their officers to adequately handle issues that may arise, as well as free up NYPD officers to respond and handle more calls for police service . When did city law supercede state law ?

      It's not in Carolina Rivera's position to dictate to the officers how they should protect themselves or the hospital patients.

      In response to the comments made by Ms. Rivera, if that were true, there would be no reason to have the Police there at ANY time except to respond to a call from the Hospital Police for service or transportation for an arresting officer and a prisoner to the local precinct for processing. That would also apply for Corrections Officers transporting inmates to hospital facilities as well, NO GUNS FOR ALL OR arm YOUR officers. The hospitals in my area( upstate NY) have been hiring certified and licensed armed security officers for more than 20 years, why can't the City of NY Hospital Police and other city owned agencies, with the same training, certification, and alleged authority be afforded some level of parity with security officers who are not empowered by statute ?

      @@jaimepimentel3729, It is expected that Judge Clarence Thomas will render a decision on the right to carry the case in New York by the end of this month. If Judge Thomas rules that the people have been violated in their right to carry, you as a private citizen will be able to apply for a concealed carry permit without being required to show "Proper Cause". We will have a verdict, but I do not believe it will be delayed past June 30, 2022.
