Like if I get a scholarship but I choose a different college can I still use the money or is it pretty much gone?
When you receive outside scholarships they go with you to whatever school you decide to attend. Merit or Institutional scholarships are offered from the school and can only be used at that school.

Masters programs usually require fellowship opportunities, not scholarships. You will want to research fellowship opportunities to cover Master degrees costs.
