I think I know what you’re talking about. In ‘87 Nickelodeon introduced a brand new top of the hour bumper that replaced the old one. Top of the hour was retired in August ‘94. After they retired it, the sign off just became a simple sign off where the Nicktoons blob man bumper would play and then transition to Nick at Nite. I think you didn’t watch this specific bumper but instead you saw the one from ‘87 and you’re just getting your memories mixed up.
Maybe you’re remembering the montage bumper (the one with multiple bumpers including the cat and dog bumpers cars from this and the blue guy from the 1987 version). The montage one came out in 1993 (or maybe it was 1994) and lasted until 1999. It was always used for the 90s Nickelodeon VHS tapes

The 80s as a whole was actually a rather awkward time for Nickelodeon. The 80s was a time when Nickelodeon was trying to find an identity of its own. Before Nickelodeon started making cartoons in 1991, Nickelodeon relied very heavily on imported programming (the most popular show on Nickelodeon during the 80s was You Can't Do That on Television, a Canadian sketch-comedy show). Nickelodeon experimented with a few logos as well. In 1981, Nickelodeon debuted the silver ball logo. During the Silver Ball era, Nickelodeon tried making a few original programs, two of which were very heavily panned and ended up costing the network a lot of money. By 1984, Nickelodeon was on the verge of collapse. However, things began to turn around that year, when Fred Seibert and Alan Goodman were brought in to re-brand the network. One of the things they did was change the logo to a logo that could form any shape, the most famous of which is the splat logo (this logo would be used until 2009).
And the funny thing about You Can't Do That On Television was that although the show doesn't air anymore (a lot of kids came and went so royalties would cost money, and the 70s/80s look severely dates the show), it introduced the concept of green slime, which Nick would quickly adopt as its very own.

Pretty amazing just how LONG they had this logo. About 24 years before they switched to the more silver ball-like splatless logo we got now (though they DID bring back the splat somewhat combining it with the new logo. Guess that's a nice happy medium)

They barely do that anymore. Granted, usually when they did do something like that it was a little cringeworthy, but let’s focus on the fact that Nickelodeon is giving us quality entertainment again. Both original Nicktoons that Nickelodeon will be giving an actual chance to and reboots and revivals that actually have effort put into them.
At least The Splat is keeping hope alive.

Ok as much as this gives me nostalgia, i used to think that the people who made this were on some sort of drug or something.
this bumper is my favorite, i wish i was a child through the 80’s but instead i had to be born in the 2010s and now all nick makes is cringeworthy tv shows and bumpers. this generation thinks their so cool with all the weird tiktok dances and songs, and i am a part of the generation. when i was younger i thought gen z’s were cool, but now that i look at all of these classic 80’s stuff i wish i was never born in the 2010s. my parents are lucky they got to be children in the 80’s ;-;

Pretty amazing just how LONG they had this logo. About 24 years before they switched to the more silver ball-like splatless logo we got now (though they DID bring back the splat somewhat combining it with the new logo. Guess that's a nice happy medium)
