I have the Hp Quanta g74a that all the voltages are available but it doesn't start at all the vcc core is shorted as all the smd caps are shorted to ground, can you help me out?

Does the RSMRST signal appear after pressing the power button? on some motherboards it doesn't show up before pressing the Power button?

I think it depends on the board. On some boards it appears and on others it doesn't.
