Tautog go dormant at night, they fall asleep basically. You can't catch them unless your snagging/spearing. Striped Bass feed heavily at night, gamefish in general use lateral lines to feed. Its a sensory organ
Just go fish. Don't ever worry about a spot being crowded. If you fish in the city just be prepared to talk to a lot of people, the poles a conversation starter
