4:30 - it's not immediately obvious, but I think they were trying to get kids interested in becoming a block warden or get into some other Civil Defense position when they got older. This was during the start of the "red scare", where the Soviets could launch an air raid against the United States at any moment and begin dropping nuclear bombs on American cities (ICBMs came later). The "emblem" bears some resemblence to the Civil Defense armband that a block warden would wear.
The Corrigan Ranch was the location for many early Lone Ranger episodes if I remember correctly. BTW. As a kid this man looked stern and I was afraid of him even though he smiled. LoL
