I ripped down and rebuilt the deck on a house we bought in SC. It had most of the problems you found here. When I first walked on it there was a wobble. This house was inspected too. I still found problems a year after buying it.
Most decks built by handy men and homeowners do not pass inspection the first or even the second time. Thats why many homeowners opt to not pull a permit and try to get away with no inspections. Inspectors are not the enemy. They are there to point out what you dont know.
Definitely built by someone who didn’t know what they were doing. That being said, it’s also been there a while and is just plain wore out. Time to face the music and get rid of it.
Just had my deck done and the beam must be three 2 x 8's on edge bolted together supported by 6 x 6's. My footings are screw piles, but that depends on where you live, they're a no if you're building on granite bedrock obviously
Dangerous to even stand bellow that deck. But what were they " hiding" it is very obvious how everything wrong is here. The paint is not really new and the wood boards and the joists are probably original with the house. When it was built it was probably fine then the subsequent owners did inadequate repairs which are obvious.
Obviously that deck has major issues but according to joist charts 2x8's can span between 10.5 to just about 12 feet (depending on species) if spaced 16" on center.
My guess is it was built long ago and they just painted it to freshen it up without repairs- is it even treated lumber?? The rot and cracking looked like regular lumber 😮
A good inspector would be a former contractor who knows how to repair structures. Saying knock it down and rebuild is easy to say if you’re not paying for it.
Any good contractor can see that this deck was bult incorrectly and requires to be removed. To patch it up will only allow someone like me to help sue the stupid contractor that thinks they can repair it. Lord knows there are a lot of stupid contractors :-)
In my county a homeowner can do as they please. No permit or inspection needed. I m guessing this was a DYI deck by the owner, friend or family. It accomplished it's purpose for 10+ years. It's when the home is being sold that issues arise.
Your price was too high. I found someone to do it $1,000 cheaper and he says he has been doing decks for 25 years 🤣. How many times have I heard that in my retaining wall business? Too many
Doesn’t mean that other contractor is going to do a bad job…you were just outbid. It’s usually the DIY mentality of wanting to take on a complex job to save money that offers comic relief.

However I have seen too many times the cheap contractors either do a terrible job or bail without even completing the job when they realize they are in over their head. When retaining walls fail people can get seriously hurt or die similar to decks. The problem is retaining walls are unregulated. You need NO experience and many times don’t even need a permit. At least decks always need an inspection.
Firstly why use a 2x in that orientation when they could of done it the right way. And not to have even a bolt in footing on those posts is a disgrace, I hope the contractor has insurance because someone is going to injure if not kill themselves when something gives way.
Calm down, there is nothing there that can be fixed. Decking is an easy fix. Just because they pain doesnt mean they are try to hide anything. Maybe they want to preserve the wood they have. All they need to do is install some 6x6s with some footings and a couple beams.
And do what, re-use decking that's been painted to hide the obvious rot? Someone's going to put their foot through one of those boards within the next 2 years guaranteed. The amount of work it takes to retrofit a deck like this to be safe is more than the work of tearing it down and building a brand new deck properly.

Catastrophe yes. Contact Building and Safety so they can tag it and enforce it’s Removal.

It’s a hack job but I think it could definitely be salvaged for 1/4 or less the price of a tear out.
Can’t you just add four 6x6 posts and some 2x10s?
