You should have an animation so that the flashlight tilts down when your y velocity goes up and tilts up when your y velocity goes down.
Basically you go up flashlight go down you go down flashlight go up

and also if you want a neon texture, go to your material shader and choose standard unlit and add post processing for better effect.
