I use one of these frequently. Its a pretty good design. Quick and easy to set up and get going. It tends to have an attitude though. Sometimes it works great. Others it spits and sputters. Leaks water in 10 different places because grit finds its way through into every nook and cranny. The pressure relief valve is sure to shoot you in the face to so be ready for that.
Sounds like a good service is in need...all leaks will work against you resulting in blasting pressure being low. Safety valve will need setting up to 14bar again or replaced and vessel pressure set at 12bar ensuring pump stops pumping once upto pressure. Safety valve will only blow if somebody tweaks the regulator up after setting it correctly.
