You know they are left with the option of hiring someone outside of the company, paying them right away with managerial pay, without that employee having to prove themselves first.

Yes, they want you to work for free and they don't want you pointing that fact out AND they also want to make that carrot that's being dangled in front of you sound so amazingly good that all impulses will make you jump at it and forget the supremely vague terms they used of "Maybe, Potentially, and possibly leads to promotion with zero pay interim" and just say "Yes, i'll be stupid and take the spot!" and before you realize that they will be able to pull the rug out from under you.

Funny how they want a known high performer who knows her job to try out for 90 days but new hire will get the job and the pay with no tryout whatsoever

So glad Veronica is sticking it to them. Employers better change their tone after covid to retain new young educated staff. I can see the older people bending over, but young college degree holders don't need to. Viva la revolution!!!

This older person does not and will not bend over. Just sayin'. 😊

And you have to accept the fact that your career advancement is over.

You are assuming they were planning to promote her. Its not uncommon for companies to promise a raise, without it written/contract, to get their people to work more without the pay increase. They could just keep pushing the goal line by making excuses why they can't officially promote her. So she would be working more without the pay increase.
Or, if she did agree and they could still hire someone new. She would have done all that work for nothing
