I think the main idea behind Hank was that he was generally just done with everything and everybody. Probably lost his job and now had to listen to some douchs boombox. That was his last straw on top of it all the sheriff has it out for him.
A nice relaxing day at the beach with his friends is probably all he needed but never gotten the money for.

Yes, not to create another apocalypse But that won't work because it will create another paradox, such as:
Another timeline is created.
The Rock (Whay Johnson) travels in time and kills General Nasis of World War I, but it will not change the state of your time if it does not create another new future or universe/Reality of your time, your time will not change at all, it will only be the same as always, you saw it

J man seeks revenge for the death of the sheriff and nirvana is generally more on the safer side where criminality is more outlawed then it was before but nobody really thinks it’s bad since they want a safer place to live in.
Oh and the sun is there again.
