Im not sure exactly how it works, but ive heard bits n pieces of it being people messing with their wifi but not enough to be kicked or crash.
Its used in games where they can abuse the positives of lag to have an unfair advantage.
(They use it to tp and break out of combo's in strongest battlegrounds)
