I'd be more interested in looking at the contractor for that section, the materials used, the bidding process for the job, if I had to guess pulling back the curtain just a little bit will expose the world of corruption that conspired to create what you see here.
Does Phoenix have snow, ice, and 0° temperatures on those same roads in the winter? This only happens to roads that go through extreme temperature changes, which do not happen in Phoenix. It's an issue of physics, that's why it has happened in multiple Midwestern cities in the past two weeks.

Chicago has a greater range of temperatures, in the weather it can dip below 0° in the winter and above 100 in the summer. Georgia doesn't have that range of temperatures so your roads don't buckle. The same thing is happening in Minnesota for the very same reason. That is also what creates the potholes when roads thaw out from the winter weather.
