M7 ON JUSTICE PART 4: MUSEVENI ON LAND, MARRIAGE, CORRUPTION & HUMAN RIGHTS

When President Museveni cited two types of lawyers; those who know THE LAW and those who know THE JUDGE, there was muted laughter from the Learned Friends, who fully knew what he meant. This was in February 1987 when Museveni met Uganda Law Society.
Even then he spoke of the need to reform Uganda's Land and Marriage laws.
Admitting that there were also some rotten eggs in his government he however said that rights abuses by the army could never go unpunished once reported.
