Homeless Man Refuses to Vacate Venice Beach Encampment

  • During a routine operation conducted by Los Angeles County Park Rangers to address homeless encampments at Venice Beach, an individual encountered on Friday, July 14, 2023, proved unresponsive to attempts at engagement and assistance. Despite continuous efforts by Los Angeles County Park Rangers, and homeless outreach providers over the past few weeks, the man remained uncooperative and declined all forms of assistance.
    The individual had established an encampment beneath the Venice Pegoda for an extended period, amassing a collection of four shopping carts. He has then moved to this new location near the Venice Beach Restrooms. Through negotiations, Park Rangers were able to convince him to relinquish some trashs, which was promptly removed by the cleaning crew. However, when it came to vacating the area, the man adamantly refused to comply, displaying a firm resolve to remain at his current new location.
    Exercising restraint, Park Rangers opted against employing force in dealing with the situation. Given that the individual's actions constituted an infraction rather than a more severe offense, the use of force was deemed unnecessary at this time.
    Consequently, the Park Rangers and cleaning crew proceeded with their cleanup operations at other homeless encampments in the vicinity, while the individual continued to maintain his presence at the beach. No citations were issued to him during this encounter.
    This incident sheds light on the ongoing challenges faced by authorities as they navigate the delicate balance between enforcement and compassion in dealing with uncooperative homeless individuals. It serves as a reminder of the complexities involved in resolving the issue of homelessness at Venice Beach and in broader contexts. The City of Los Angeles and its partner organizations remain committed to addressing the underlying causes of homelessness and implementing long-term solutions.

    I said this before, once the other homeless realize that all they have to do is refuse to leave, they will follow suit. I've watched them go from being silent and compliant, too angry and outspoken. And now one has made a stand and refuses to leave and it's just a matter of time before there will be a ripple effect and the others will follow.

      It’s not just overnight, they all didn’t just set up camp each in one night. This is several days, weeks and months that became too much mess and garbage. The one guy has definitely been in that one space for awhile and he refused to leave.

      A lot of them are tweaker dumpster divers. Some steal bikes and sell parts and hold onto the parts they don't sell, etc.
      Over seen and witnessed some of these people's activities and have heard their conversations. They get a meal from the sandwich and meal providers, then they don't do anything else, like file paperwork for housing, etc, to get a place and job. They like living without working, doing their drinking and drugs, and not taking any responsibility for the trash they create or their actions. To them, everything is free! When they get time in LACounty Jail, it's maybe a month, then they're released, and do it all over again. They get their EBT card, a blue tarp, get an umbrella, get drugs or alcohol, or both, with their EBT cash allowance, and the viscous cycle starts all over again, and again! Nothing gets done. A lot of them are coming in from downtown L.A.'s skid row also via the train that ends at Santa Monica Pier on Colorado. This is pathetic and really needs to be addressed because it's getting worse and worse each month. The homeless advocates are not really helping them with too much except screaming about leaving their possessions alone, etc

    Who would want to take their children or parents down to the beach for a stroll or bike ride or fun on the sand??? So sad what has happened to this beach since we have WEAK men and women in government that are unwilling to do what is necessary to stop this insanity on public display. At the very least, pass an ordinance/law that states nothing but towel, one bag/picnic basket and one beach chair on the beach. Send out night patrol each and every night. Send out day patrol, each and every day. As a taxpayer, I would be so upset that I was paying for all the costs related to enforcement and clean up. They belong in addiction homes or mental institutions for long term care. None of these homeless ever appear to be anything but drug/alcohol addicts or fried out brains from their addictions. God help these poor souls that are unable to care for themselves. The city must enforce tough love and stop letting them live like rats on the streets/beaches of your cities.

    The PD really needs to start patrolling the beaches at NIGHT, 10pm- dawn, to interdict the dumpster diving tweakers from hauling all that junk in.
    Without doing that, the City/ County is creating a potentially hazardous environment, for sanitation/cleaners & park rangers to have to deal w/these psychotics that just have to let loose with their psychotic reactions, to deter the city/county workers, caused by using IV hard street drugs & the withdrawals of the same.
    And where’s LAHSA & their wanna be cop fan boy?
    Shouldn’t he be here, hanging out & grinning uselessly?

    Venice Beach is gotten such a bad reputation for homelessness that the foreigners and tourists rarely go there anymore. People read online reviews all talk about how it’s now full of homeless, encampments, drugs, and needles. Then tourism dies.

      You are literally seeing one beach in these videos, Venice Beach. It is entirely atypical. The rest of California's beaches are absolutely lovely. Venice has been a challenging area almost since it was founded in the early 20th century. It is a unique case.

    This is horrendous.. I’m in South Florida.. yes there are homeless, but they’re not camping out on beach! It’s your government officials that are allowing this to happen..

    Homeless in California got social services, EBT, Cash. food, clothing from shelters they don't have to worry about 💩.

    Can't we designate a portion of the beach for camping and stage a clean up in those areas regularly?
    Why is there nowhere that people can be?
    The beach is virtually empty yet we stage this cruelty show for all the world to see.
    Yes, I understand that y'all hate the poor, hate the unhoused, hate the mentally ill and the unemployed, we get it...five decades of attempts to make these beaches private using violence and harassment, criminalizing camping is just one tool.
    You people would jail and harass Jesus himself.
    We must find a better way.

    Where are all the LASHA workers claiming to help the homeless? Oh, my mistake. I forgot they are all eating at McDonald's and throwing away food meant for the homeless.

    Cleanup people move so slow in CA. On the East Coast, we just grab the garbage and throw it in the dumpster. We don't take detailed pictures of it all and we don't dissect bags of garbage. If the garbage is in a bag already, great, now throw it in the dumpster.

    This is ridiculous. They don’t even clean up after themselves. It is uncalled for that that is that filthy around them. I understand Not all homeless people are worthless. Some people are just priced out of living in a stable environment.
    That being said, we have really got to do some thing about housing opportunities.

    Here, drug addicts are arrested and held without bail for two weeks before being sent to a free Government run drug rehabilitation center for two years followed by two years of probation. Volunteers have a shorter stay. It's absolutely free.
