I would say that the alar plate gives rise to neurons interposed along sensory pathways. First order sensory neurons derive from the neural crest that migrate out of the neural groove as it closes dorsally to roll into a neural tube.
If the general somatic efferent nuclei are supposedly more anterior than the special (visceral) nuclei, then how come the facial motor nucleus is anterior to the abducens nucleus and not the other way around?

The dorsal nucleus of the vagus does not innervate the heart. The ambiguous (nucleus ambiguus) does.
