They cannot. In order to deport, you have to have a destination that will accept them. Those deals are struck by Federal authorities (usually by treaties) and generally include the US Government paying or giving some financial incentive TO the foreign country to take their citizens back.

There are no state laws defining illegal entry, and they have no authority to enforce federal laws using state laws. They’re claiming violation of federal law but then charging them with state criminal trespassing. That’s fishy af.
@chavvy9074 Texas just passed a law making it a crime to enter the state illegally. States have sovereign power to control their borders, otherwise there wouldn't be a state. Nothing fishy going on here. Biden created this mess, and now Texas will clean it up.
