Is this the same as the STL Amp Hub or this a separate from that ?? I’m a little confused

They are two separate plugins based on a different approach to tones. AmpHub is based on analog modeling, so you have complete models of the amps to build your own signal chains. ToneHub is based on traces of complete signal chains, so you have access to these traces, which are essentially snapshots of specific tones (amp, pedal, and cabinet) that you can then adjust.
