Unless the document is ran through a system that makes use of authenticity detection technologies such as QR codes, bar codes, or stuffs like that, just texts alone won't be detected. That I'm sure of.

The reason why it tells you It's empty could be any of these three reasons; 1. You didn't properly make the selection big enough to be up to 1 pixel. 2. You are not selecting on the layer that contains the paragraph you're trying to move. 3. That part of the layer could be either deleted, locked or the visibility turned off. Please ensure to look into the above and then drop feedback so others can use if they're in similar situation.

It doesn't have to fit a hundred percent.
Once you can get it to align about 85 to 90%, then you're good to go. 👍

Make sure you're painting on the right layer. If you have the wrong layer selected, you'd not get your desired result.

Why not just input the text you want to change to instead of typing the original text. (genuine question pls)
