What was found in personnel file of Kim Victor may shock the citizens of Vidalia when it comes to their utility billing. It looks like Kim has had multiple incidents of manipulating the readings on citizens bills. Unsure if it added or subtracted usage amounts. However, the manipulation of such readings could call into question her integrity as well as if any citizens noticed any discrepancies in their bills. Would this be considered as altering of public records?
An email from Amy Murray to Kim Victor “Doing such is manipulation of both the readings and the system and you do not have the authority to do either”. This was not the only instance where this happened “You are also warned again that you are not to change readings that are given to you on handheld or edits without permission”.
Citizens of Vidalia may want to check their utility bills and possibly any previous amounts paid within the last 12 months.
Kim has also had some concerns about interactions with her co-workers. Discussed as a top priority was customer service. There are also numerous complaints from others about how she responds and interacts with other customers. Did Kim not learn anything from the GMA customer service workshop that the taxpayers paid her to take.
A portion of her application she listed that she possesses very good customer service skills and works well with others.
Kim has also had a problem with not showing up for work. During 2023 she has had multiple absences from work and given a letter of concern.
To top it off Kim received a pay increase on or around September 27, 2023.
Is the manipulation of utility bills still happening? Does Kim still have access to make such manipulations if she chooses to again in the future? Why wasn’t Kim terminated from employment after the findings of such actions of manipulating such records.

Dealing with this same thing in Oklahoma... tried several times in writing and on the phone to get the yearly printout of my bills and all payments made... they acted like I was wanting thier first born and a kidney...

All she had to do was act professional and courteous, like her job prescribes, and the public would never know. Just goes to show how even the ones you dont expect are corrupt and how it's mostly the bad ones that flip out when a camera comes around.
Clearly those workers were more than happy to give up all those emails because they probably don't like her. And honestly getting a bad apple out of a government situation is better for society

The negative info about Kim in her employment file, especially her numerous absences, makes me wonder why she was given a raise? What justifies a raise? It doesn't seem warranted.
I am unsure of what that course offers. I will see if I can get some information on it.

After watching this video, I pulled out my Crystal Ball, this is what I saw: Kim is an entitled Golden Girl, that got promoted for cooking the Utility Bills. After that it got foggy, but I could hear a voice saying Check Her Utility Bills-------------------------End

What Kim done was wrong, as far as manipulating the records without authority to do so. However, the guy filming this was borderline harassing Kim as she repeatedly, politely, asked him to stop. He then went forward with publicly humiliating her, which isn’t good for anyone. This could have been handled more professionally on the camera man’s part, as well as Kim’s.
The camera man doesn't work for the people, the woman does. It's her job to be professional when dealing with the public. As far as the recording is concerned, you have NO expectation of privacy in public. If you want privacy, don't work for the public, or go into the public for that matter. Was she humiliated? Maybe. Maybe she should be. Sometimes it takes being humiliated to become educated. You can't control how people feel about a situation. Feelings are no ones problem but their own.
Know your rights, if you don't that's on you.

I told you!! All these people think she was in the wrong. She was being told what to do by her supervisor. The supervisor and the city manager got fired a couple months ago. This town has some dark dark secrets. The politicians or commissioners in this town are something else.

I’m sure there has been a lot of employees that I’ve got in trouble for giving discounts on the customers bill when they thought it was appropriate but the company/Dept did not. I know you said you don’t know if she was removing costs from the bill or adding to it, but of course everybody’s going to assume the worst. And that was the tenor of your accusations as well.
