    Any solution that doesn't involve the audit and punishment of the culprits who spent 25 billion dollars between 2013 and 2023 and cannot turn around the refineries and a further 10 billion dollars in 2023 to pay for subsidies cannot work.

      The presence and absence of consequences and incentives define human behaviour in any society. Consequently, the varying outcomes seen in different societies are a reflection of those two variables: consequences and incentives.
