Hmm that's a little tricky, so much of this dish is defined by the chilies themselves. However, I think you could make a really delicious braise using the peppers you do have, My recommendation would be to brown the short rib, then add in the tomatoes, onion, garlic and peppers so they can braise in large chunks with the beef. Then braise the whole thing until it's tender and pull the meat out of the liquid. Blend everything that's left in the pot and then add it back to reduce over low heat. The ending result will be different for sure, but you should still end up with a really tasty taco filling.

How would pulled pork taste instead of short rib?
I think if you used pork shoulder, you'd get something super tasty, just a little different. I'd bet it's worth trying!
