I don’t think you should try make sure if an individual has enough work to do during the sprint . Leave that to the team. That’s why they are self-organising.

Assigning tasks to developers seems to be Scrum anti pattern as it's said that we don't assign tasks during planning

Planning part - this is normally done by our PO's in our project

Yes, Ideally, a PO should facilitate this, but it highly depends on the Agile maturity of the team and PO. In this case, the PO was not there yet.
