how did you enabled the shortcut bar when selecting one edge of hexagon selecting similar all the edge......

Go to the Property Manager of Fillet and Tick the 'Show Selection Toolbar' checkbox and then select any edge and this time you will see a small pop up window.

Why convert fillet to chamfer instead of using chamfer directly?

Because in the chamfer we can't select multiple edges at once but in fillet we have that pop up box to select multiple edges
