I think the simplest answer is that they were likely transcribed from a third party and then leaked to Rupal, which is why the notes have some discrepancies / mistakes.

No Idea what you're thinking of, Suzu will just cleanse the dps passive in addition to bailing out low hp allies. You're not just going to chuck it on someone just for the dps passive, it's just an added bonus whenever you do use it on a tank that's low that healing them back up will be much easier because it will remove the passive. Your take on Kiriko was ass. I recently watched a video of a pro coaching a top 50 Kiriko how to play Kiriko: top 50, not top 500, top 50. He kept telling him to DPS more and to let the other support worry about healing. He even said to mostly use Suzu selfishly. With only healing or using Suzu on another person if you happen to be near them and they are about to die, but don't go out of your way to save them. Basically, if you can get a kill or save a teammate, get the kill and let the other support worry about saving him. He acknowledged that Kiriko is really the only support who plays like that. Even Zen isn't completely selfish. Honestly, after watching that video, I concluded that Kiriko should be a DPS and not a support.

The official dev blogs and patch notes are always riddled with typos and mistakes. Doesn't mean the leaks are real, but something to consider before dismissing them. Blizz should probably pay somebody to do copy editing.
So much is changing that it'd take a *long* time before we fully understand all the ramifications of an update like this, but on paper I really like this feel for the DPS passive. It's much more generally useful and relevant to all DPS characters (current or future), and gives the role a more unique identity going forward. If Tanks control space, and Supports glue everything together, DPS would now decide where the team should focus. With a change like this, you might very well be throwing if you're not following your DPS to support them in killing whatever they're on - and, honestly, that feels right to me. It's how you might think the various roles should play out.
Im not too sure about the dps passive. The new dps passive really hits the mid to lower heal comps like Mercy/Brig & Lucio/Zen really hard. Those weird support duos are common enough that it will be a noticeable issue & it might be similar to the original double shield nerfs in which people might double down on the high heal supports.
It’s hard to say if it’s real or fake as there’s been plenty of times when they have actually made mistakes in things and sent the wrong numbers but no matter what this is a good opportunity to sync on what a lot of us actually want from overwatch because so many people have so many different ideas and opinions, and some are really good but some are really bad, the blizzard team actually has tried to listen to people sometimes but so many times so many of us are just not grateful and hate how it came out, even though he came out very close to how we want it. I’m just waiting to see if this is real or fake as this sounds crazy but sometimes some crazy changes can be good. Plus there’s been so many times in the past that thing’s sounded like too much or too little but then we found out it was just the right amount, and a lot of people would like it.
Im guessing how the new dps passive would work (if it is even a thing) is it'd only reduce healing while the dps is doing damage and if theyre not doing damage it wouldn't linger and healing would be the full amount, that way when they have to reload you still have a chance to get healed. Thatd make sym and , torb, pretty damn good because if the turrets arent dealt with straight away youre just gonna lose the fight because turrents dont have to reload. Ashes ult would also be pretty good because bob would be a massive issue if he locks on someone
I feel like Moira and Sombra would be winners of this patch if that new DPS passive gets added. Moira’s fade could cleanse the anti-heal and her healing output is so high the healing reduction wouldn’t hurt her as much. Pairing her with a Sombra (someone who actively applies the anti-heal) makes Moira’s grasp a lot more of a threat. As for Sombra, a character with Perma-invisibility being able to sneak up on on someone without warning and immediately weaken their survivability is inherently nasty, not to mention she is one of the few DPS that can cleanse status with Translocater. Also EMP would become insanely busted since it would apply the healing reduction as well. The last also is that health packs tend to cleanse some status conditions, and hacking health packs would increase healing output for your team while negating it for the enemies. And honestly I wouldn’t be surprised if health packs were either unaffected by the healing reduction passive or flat out cleansed it. TLDR: Moira and Sombra are gonna be nasty together if that new DPS passive is actually real.

Here's my take on this, these all seem like changes that the dev team would specifically make, especially when they're targeting the too much healing issue, idk if we did see the whole thing or not but with changes like dps dealing a healing reduction and them buffing everyone's health on top of the universal out of combat healing. It feels out of touch and doesn't address the main issue with them while creating another problem on top of it
The changes arent compared to whats currently live. Blizzard runs internal tests all the time, so whatever "mistakes" they made are simply what they were in internal testing. Of course, some of these are probably also typos
I believe you misinterpreted the new damage passive at 8:20. It’s impossible to know without seeing the whole thing, but the way it’s worded makes me think it reduces the healing received by damage characters when they deal damage.
The pharah rework seems really interesting and i can definitely fw it. The hp pool change... not sure how do feel. As a mercy main im glad that she got a small buff, but i would have preferred that her ga active state could get cancelled again, to give her the skill expression back

I really dont think Kiriko will be meta with these changes: For starters now she needs to hit 3 SHOTS TO THE HEAD to kill someone or 2 shots to the head + 1 to the body which is ridiculous considering they nerfed the hitbox of the proyectile Also the cleanse is on a 15 second cd and if I had to say what the dps passive percentage will be it would probably be between 15-25 % which isn’t that much and using suzu would essentially be wasting it (like before with zen when he could instantly use discord after suzu ended) and in top of that the duration of the suzu now is a significant nerf because that .65 duration wouldn’t be enough to heal a tank before the effect is added again. Im a kiri main and Im pretty mad, I understand why people hate the character but honestly the situation just got out of hands and turned into an unnecesary drama. I was open for nerfs but really they are encouraging her heal-bot playstyle and thats just bad. Nice L blizzard!
No she will still be good, she just cant win 1vs1 anymore as easy big woop. She's a supp character no reason why she should be easily able to 1vs1 a dps and 2 shot dps hero, 15 sec cooldown isnt anything too crazy. It just means people can no longer spam it withouth thinking, its called making the character take skill And 0.85 to 0.65 doesnt change anything, ask any top 500 player and they still will say the point that it has invulnerability, and everything else is too much. Take out the invincibility and shes balanced, maybe more healing on it and shes fun and balanced

Yes and no. The beta was a global passive and could be triggered by any character. Made healing tanks after the fight really hard because respawns would be pushing you at full hp just as you were finishing healing tank.

IIRC, they did it the other way around: healing was nerfed across the board, but out of combat you would get a healing buff - but, they're more or less the same thing in most situations.
Is it just me, or I read the dps passive seems to be worded in a way that it doesn't reduce the healing on the enemy that the dps hero is attacking, it reduces healing on the dps hero itself, making it harder to do things such as mercy pocket a pharah I spent the whole video confused as to why you thought it affected tanks lol
15:17 Be honest. It's very tuned down. Supports were self-healing in the middle of duels because the duelist would go for 1.5 seconds without dealing damage at times, especially when the support is using suzu, immortality field, or petal platform. 5 seconds is VERY tuned down. They just don't want DPS to be regenerating health in the middle of a duel.

Dig the video, my evidence on why it's fake mostly has to do with those errors you mentioned such as the "peacemaker" thing. But also some of the particular hero changes, namely for Kiriko and Genji. When looking at kiriko, other than receiving the global health buff she was straight nerfed with no compensatory buffs, if blizzard balances around winrates, why would they do that? It doesn't seem like a blizzard thing to do. It could make more sense if she could hypothetically cleanse the DPS passive, but that's a big if. Genji was a straight buff on the other hand, even with his winrates being solid. This whole thing reminds me of metro's fake patch notes, an attempt at dumpstering the hero they don't like to get the word out. It could very well be that the game changes are so massive that I'm not considering enough, but making it more difficult to kill everyone but also making it even more difficult for kiriko in particular screams "bait" to me.
While your right kiriko is also the best supp rn and has been since she was released so she needs a nerf, and with the amount of people rightfully complaining about her

@@modsbonzer No it is not. Power creep is when new releases are getting stronger and stronger, leaving old content weak or obsolete. If everything gets the same buff then that is not power creep. Power creep is more often seen in mobile gaming. If OW1's release had all the changes listed in the S9 patch notes, would it be power creep? No. Oftentimes in mobile gaming, if you get something that is seen as strong, it will likely be obsolete in the near future, as new releases inevitably get stronger and more powerful to incentivize sales. And then maybe the abilities that the newest release has, is just way too OP. Well the next time they release content, they can make the newest character (or card or whatever it is) have a counter to the last OP character they released. Or maybe in another game, the power creep is simply in the numbers, with each new character having better and better stats than the old characters, without having any downsides. This cycle goes on and on, making the power creep worse with every update. That is an exmple of true power creep.

Tracer and widow received only +25hp while almost all characters received +50hp or more (yea, even mercy recived +50hp). They also increased overall health but not dmg at all, almost all dive heroes didn't get dmg buffs unlike the other heroes, like for example doom, genji, ball and reaper. These heroes will definitely be left behind in the meta, because everyone is getting giga buffs except them.

An antiheal on hit has been in paladins (the game that everyone says is a overwatch ripoff) for years and it has always prevented the game from feeling slow and repetitive. Healers in paladins are much more fun than overwatch because they dont get much value from just healing. Every healer gets most of their value from dealing damage and using powerful utility abilities. Mind you, the antihealing effect scales over the course of the match. It begins at 25% antiheal for 1.5 seconds after taking damage and scales to 90% for 1.5 seconds. Yall are sleeping on paladins. I left overwatch or a long time because paladins has never had boring metas like double shield, goats or "mauga meta", its far more engaging and thats mainly because of the antiheal and item shop and the fact that almost every character feels playable and balanced even though there are 59 champions and counting. This will be a good change for overwatch in my opinion.

Since ALL of the Overwatch NDA content creators are not talking about this. I think it's real and it would be easy for Blizzard to say they are not true. If they are true I'll be calling for Alec Dawson to resign. This will be a VERY VERY bad patch. Tank will suck even more then it's current ass it feels. DPS will feel better and support may be better but as a Tank main I will be pissed. Everyone will be harder to kill and the overall skill of the game will be lower yet. Alec Dawson head of Hero Design and Balance will be called out directly.

And also the devs didn't address anything, all hero's health are higher doesn't mean the burst healing and burst damage are much lower, they still deal same amount of damage and healing,(some of them get even higher damage) the only difference is you may have extra 1-2 more seconds to tank some more burst damage before you die.

Overall it looks like all the s9 good changes to the rank system are going to ruined by idiotic balance changes even if these "leaks" are fake. There is no problem with burst healing or damage, there's a problem with them constantly adding get out of jail cards so you need to kill someone before they can react with the ability. Delete bap, kiri, and lw from the game, and I don't think there would be any real complaints outside of Anti being too strong in 5v5 without kiri, so maybe include anti having reduced effectiveness against tanks. Honestly the get out of jail free supports aren't even that bad in a vacuum, but the problem gets exponentially worse the more you add. Kiri for example isn't a big deal, bait out her cooldowns and you can kill her. But then add a lw on her team so even after baiting 2 abilities she can still get saved again, and it becomes extremely frustrating so you'd rather just pick widow. It seems like the devs are listening to doomer flats complaining that the game is "stale" and needs "massive changes", as if the problem isn't just that he's been playing 8 hours a day for 7 years.

I petition to have cleanse get a longer immortality time. Currently it seems like lag just prevents it from working when it needs to work to actually be helpful. Sometimes it doesn’t even work because the game didn’t register it in time. That is not fair, and it is not fun.
Widow didn’t get a health buff she got put back to her normal health of 200 while everyone else gets a buff while widow abilities still suck ass and take forever to come back. This is a massive widow nerf

I feel like Moira and Sombra would be winners of this patch if that new DPS passive gets added. Moira’s fade could cleanse the anti-heal and her healing output is so high the healing reduction wouldn’t hurt her as much. Pairing her with a Sombra (someone who actively applies the anti-heal) makes Moira’s grasp a lot more of a threat.
As for Sombra, a character with Perma-invisibility being able to sneak up on on someone without warning and immediately weaken their survivability is inherently nasty, not to mention she is one of the few DPS that can cleanse status with Translocater. Also EMP would become insanely busted since it would apply the healing reduction as well. The last also is that health packs tend to cleanse some status conditions, and hacking health packs would increase healing output for your team while negating it for the enemies. And honestly I wouldn’t be surprised if health packs were either unaffected by the healing reduction passive or flat out cleansed it.
TLDR: Moira and Sombra are gonna be nasty together if that new DPS passive is actually real.

Here's my take on this, these all seem like changes that the dev team would specifically make, especially when they're targeting the too much healing issue, idk if we did see the whole thing or not but with changes like dps dealing a healing reduction and them buffing everyone's health on top of the universal out of combat healing. It feels out of touch and doesn't address the main issue with them while creating another problem on top of it
The changes arent compared to whats currently live. Blizzard runs internal tests all the time, so whatever "mistakes" they made are simply what they were in internal testing. Of course, some of these are probably also typos

I believe you misinterpreted the new damage passive at 8:20. It’s impossible to know without seeing the whole thing, but the way it’s worded makes me think it reduces the healing received by damage characters when they deal damage.

I really dont think Kiriko will be meta with these changes:
For starters now she needs to hit 3 SHOTS TO THE HEAD to kill someone or 2 shots to the head + 1 to the body which is ridiculous considering they nerfed the hitbox of the proyectile
Also the cleanse is on a 15 second cd and if I had to say what the dps passive percentage will be it would probably be between 15-25 % which isn’t that much and using suzu would essentially be wasting it (like before with zen when he could instantly use discord after suzu ended) and in top of that the duration of the suzu now is a significant nerf because that .65 duration wouldn’t be enough to heal a tank before the effect is added again.
Im a kiri main and Im pretty mad, I understand why people hate the character but honestly the situation just got out of hands and turned into an unnecesary drama. I was open for nerfs but really they are encouraging her heal-bot playstyle and thats just bad. Nice L blizzard!
No she will still be good, she just cant win 1vs1 anymore as easy big woop. She's a supp character no reason why she should be easily able to 1vs1 a dps and 2 shot dps hero, 15 sec cooldown isnt anything too crazy. It just means people can no longer spam it withouth thinking, its called making the character take skill
And 0.85 to 0.65 doesnt change anything, ask any top 500 player and they still will say the point that it has invulnerability, and everything else is too much. Take out the invincibility and shes balanced, maybe more healing on it and shes fun and balanced

Yes and no. The beta was a global passive and could be triggered by any character. Made healing tanks after the fight really hard because respawns would be pushing you at full hp just as you were finishing healing tank.

IIRC, they did it the other way around: healing was nerfed across the board, but out of combat you would get a healing buff - but, they're more or less the same thing in most situations.

15:17 Be honest. It's very tuned down. Supports were self-healing in the middle of duels because the duelist would go for 1.5 seconds without dealing damage at times, especially when the support is using suzu, immortality field, or petal platform. 5 seconds is VERY tuned down. They just don't want DPS to be regenerating health in the middle of a duel.
5 secs is long but I don't agree he used the wrong term bc it's not tuned down but it is long so I guess it evens out

Dig the video, my evidence on why it's fake mostly has to do with those errors you mentioned such as the "peacemaker" thing. But also some of the particular hero changes, namely for Kiriko and Genji. When looking at kiriko, other than receiving the global health buff she was straight nerfed with no compensatory buffs, if blizzard balances around winrates, why would they do that? It doesn't seem like a blizzard thing to do. It could make more sense if she could hypothetically cleanse the DPS passive, but that's a big if. Genji was a straight buff on the other hand, even with his winrates being solid. This whole thing reminds me of metro's fake patch notes, an attempt at dumpstering the hero they don't like to get the word out. It could very well be that the game changes are so massive that I'm not considering enough, but making it more difficult to kill everyone but also making it even more difficult for kiriko in particular screams "bait" to me.

No it is not. Power creep is when new releases are getting stronger and stronger, leaving old content weak or obsolete. If everything gets the same buff then that is not power creep. Power creep is more often seen in mobile gaming.
If OW1's release had all the changes listed in the S9 patch notes, would it be power creep? No.
Oftentimes in mobile gaming, if you get something that is seen as strong, it will likely be obsolete in the near future, as new releases inevitably get stronger and more powerful to incentivize sales. And then maybe the abilities that the newest release has, is just way too OP. Well the next time they release content, they can make the newest character (or card or whatever it is) have a counter to the last OP character they released. Or maybe in another game, the power creep is simply in the numbers, with each new character having better and better stats than the old characters, without having any downsides. This cycle goes on and on, making the power creep worse with every update. That is an exmple of true power creep.
@@bnhearyza4767It is power creep, you are assuming that everyone is getting the same buff and that's a lie, I invite you to read the leak yourself. Tracer and widow received only +25hp while almost all characters received +50hp or more (yea, even mercy recived +50hp).
They also increased overall health but not dmg at all, almost all dive heroes didn't get dmg buffs unlike the other heroes, like for example doom, genji, ball and reaper. These heroes will definitely be left behind in the meta, because everyone is getting giga buffs except them.

Jokes aside I do think reducing crit multiplyer would help.
An antiheal on hit has been in paladins (the game that everyone says is a overwatch ripoff) for years and it has always prevented the game from feeling slow and repetitive. Healers in paladins are much more fun than overwatch because they dont get much value from just healing. Every healer gets most of their value from dealing damage and using powerful utility abilities. Mind you, the antihealing effect scales over the course of the match. It begins at 25% antiheal for 1.5 seconds after taking damage and scales to 90% for 1.5 seconds. Yall are sleeping on paladins. I left overwatch or a long time because paladins has never had boring metas like double shield, goats or "mauga meta", its far more engaging and thats mainly because of the antiheal and item shop and the fact that almost every character feels playable and balanced even though there are 59 champions and counting.
This will be a good change for overwatch in my opinion.

Since ALL of the Overwatch NDA content creators are not talking about this. I think it's real and it would be easy for Blizzard to say they are not true. If they are true I'll be calling for Alec Dawson to resign. This will be a VERY VERY bad patch. Tank will suck even more then it's current ass it feels. DPS will feel better and support may be better but as a Tank main I will be pissed. Everyone will be harder to kill and the overall skill of the game will be lower yet. Alec Dawson head of Hero Design and Balance will be called out directly.

And also the devs didn't address anything, all hero's health are higher doesn't mean the burst healing and burst damage are much lower, they still deal same amount of damage and healing,(some of them get even higher damage) the only difference is you may have extra 1-2 more seconds to tank some more burst damage before you die.

Well I also wouldn't have believed they'd give tanks and dps a healing passive, after they said that I'll believe anything. Overall it looks like all the s9 good changes to the rank system are going to ruined by idiotic balance changes even if these "leaks" are fake.
There is no problem with burst healing or damage, there's a problem with them constantly adding get out of jail cards so you need to kill someone before they can react with the ability. Delete bap, kiri, and lw from the game, and I don't think there would be any real complaints outside of Anti being too strong in 5v5 without kiri, so maybe include anti having reduced effectiveness against tanks.
Honestly the get out of jail free supports aren't even that bad in a vacuum, but the problem gets exponentially worse the more you add. Kiri for example isn't a big deal, bait out her cooldowns and you can kill her. But then add a lw on her team so even after baiting 2 abilities she can still get saved again, and it becomes extremely frustrating so you'd rather just pick widow.
It seems like the devs are listening to doomer flats complaining that the game is "stale" and needs "massive changes", as if the problem isn't just that he's been playing 8 hours a day for 7 years.

I petition to have cleanse get a longer immortality time. Currently it seems like lag just prevents it from working when it needs to work to actually be helpful. Sometimes it doesn’t even work because the game didn’t register it in time. That is not fair, and it is not fun.

Widow didn’t get a health buff she got put back to her normal health of 200 while everyone else gets a buff while widow abilities still suck ass and take forever to come back. This is a massive widow nerf
