why use gas turbine power in power plants when thermal power plants have way higher efficiency and need way cheaper fuel?

Because you can get 33 megawatts on line in about 15 minutes if needed. These were commonly used as peaking units when the grid needed the extra power in a hurry. And you can remove them from the grid just as quickly.
