  • Why has Pakistan experienced an extended economic slowdown since 1990? Why has it suffered through volatile and inequitable growth over the last 25 years? In his new book, Governing the Ungovernable, Ishrat Husain, a distinguished Pakistani economist, Wilson Center global fellow, and former Wilson Center public policy fellow, argues that the answer lies in the decay of institutions of governance. At this event, Dr. Husain will discuss his new book, which proposes a selective and incremental approach for reforming key public institutions in Pakistan in order to make them perform better.

    Ishrat Hussain book just summarizes Pakistan Affairs, Current Affairs, G & PP, Public Administration, Essay, Political Science Pakistan portion of CSS. Worth reading for aspirants.

    There is difference between knowing the path; and walking the path!!!! What a great work by woodrow Willson Center, for the people of Pakistan!!! Unfortunately, the nightmare for Pakistani Economy will continue and suffering of People of Pakistan will continue, as PTI is committing the same blunders, forbidden by the speaker!!!! To build the institutions and have rule of law, the key to economic reforms, is still a far fetched dream!!! We need a revolution, not evolution!!!

    Governing the Ungovernably’ is the best book, ever written in the entire sociopolitical history of Pakistan by an eminent scholar Dr Ishrat Husain who has versatile knowledge encompassing the areas of socioeconomics, political structure, democracy, defence & security, governance, judicial & legislative systems and many more. The book also provides a deep insight of history of Pakistan highlighting almost all such areas with achievements/successes and pitfalls/failures. For betterment of positive learning towards right direction it is somewhat pertinent and a dire need to introduce this book at college and university levels. Well done Doctor Sahib for accomplishing noble task from excellence to eminence.

    Dr.iahrat sb.has a great vision and sight on all policy matters including education...He is right about middle to secondary level education which is questionable as well,giving rise to unethical tuition industry where tutors of O and A level are minting million of rupees a month due to weak regulations and mushroom growth of Cambridge board schools...More than billion of our national exchequer gets exported in the name of O and A level examinations ,without any quality output, and only BCG type school's flourishing...What a potty no one bothers to consider this!!!

    In opening remarks Dr. Ishrat Hussain ascertained that in first 40 years history, Pakistan's economic growth was robust as compared to neighbouring countries. What happened after this particular years, Nawaz Sharief & PPPP came to powers then and the result is before us. They had borrowed huge amounts on higher interest rates for their non-productive projects. Further, they appointed corrupt & non-professional heads on key posts. Hence, the economic growth drastically came down while debt burden consistently raising on higher side. So, all indicators are not appreciable as governance issues created hegemony of bureaucracy through red tap-ism.

    Five Hypotheses of Poor Economy tested by Ishrat Hussain:
    1. Country is ruled by irrationality
    2. Growth in Military eras due to foreign aid.
    3. Military leaders were favoured by US.
    4. External Environment is not conducive to economic growth.
    5. Pakistan is a garrison state.
    IMF and ADB highlighted that (Quality of Institutions and Governance Indicators) are responsible for poor economy.

    The reason why Pakistan succeeded economically in the 1960s and 1970s was to a large extent due to the trained and professional civil service and the expertise of the mujahir professionals >> Z Bhutto as PM, he brought in corruption with the goondas such as Zardari Sr, GM Khar, JUI hitmen and other insalubrious forces > since then Pakistan is on the decline >> uncontrolled birth rate with population exploding as flies, fundamentalist fascist interpretations of Islam, decline in law and order and civic sense >>> no salvation now >> unless religion is kicked out of politics and Islamism curtailed, secularism and modernity and scientific method promoted, equal rights for women and minorities >> get rid of patronage and clan politics >> Allah Allah Khair Sallah!!

    We need new generation ideas. Please old farts should be sidelined. The book is mediocre. His book written in one year or less is not a reflection of a quality book nor there are solid out of the box solutions. This man was thirsty for a seat and he got it.

    This stupid guy should not talk about things he does not know or understand. At 9:40, 19:20 he says US did not come to Pakistan's help in 1965 war. That part is true but he also says Pakistan was part of CENTO despite which US did not come for help.
    Well, US law is clear. It gave weapons to Pakistan since it was part of CENTO, SEATO to fight communism but it barred Pakistan from using these weapons against any democratic nation. When Pakistan did just that in 1965, US invoked the law and stopped weapon spare parts and any help.
    This discussion is not totally unbiased. There are a lot of presumptions. Author talks about data without presenting any!

      You imbecile, quoting Quora discussions won't make your argument admissible. You have failed to interpret his context. In 1965, India violated all sorts of ceasefire agreements ethically possible and crossed the LOC. Pakistan, in retaliation, used its jets sent by US. Now, when a country is at war, what else would you expect. If American bustards can justify its nuclear attack on Nagasaki, why not Pakistan, which by the way, was an act of defense.

    More obfuscation by this author! It is as if he is pleading a case for Pakistan!
    He says Pakistan military owns only 3 to 4% of market capital. That may be so but then it does not tell you the entire picture.
    (Dr Siddiqa, a former researcher with the country’s naval forces, estimates the military’s net worth at more than £10 billion - roughly four times the total foreign direct investment generated by Islamabad in 2007. She found that the army owns 12 per cent of the country’s land, its holdings being mostly fertile soil in the eastern Punjab. Two thirds of that land is in the hands of senior current and former officials, mostly brigadiers, major-generals and generals. The most senior 100 military officials are estimated to be worth, at the very least, £3.5 billion.)

    Also, he says it is counter-intuitive that Army will do anything to subvert economic growth!
    Well, time and again Army has taken over that nation, imposed its rule, trashed constitution thereby inviting harsh international measures, US sanctions none of which are in Pakistan's interests!
    What kind of fucked up logic is that?
    I am most disappointed. I think this guy is a passe. He has little to offer to Pakistan or to the world.

      As he pointed out, despite the international sanctions during the military eras, Pakistan had had better economic growth and positive indicators in comparison to preceding or succeeding democratic governments.
      Dr. Ishrat has extraordinary credentials and indisputable performance record in both the public and the private sector. You clearly have skewed preconceptions about the Pakistani economy. You need to watch this conference on repeat.
