Nah… they were clearly goofing on Conan. Conan’s show was terrible at this point and it actually was cancelled about four or five months after this appearance. NBC brought it back when they realized it was too expensive to develop a new show under their 1995 budget. Conan’s ratings started rising at the end of that year so he stated on the air.
The thing that sucks is that I get the impression that Howard resents Billy because Howard likes to have control on his people's careers. It's kind of why, whenever a staffer gives notice, Howard has them in on their last day and bashes them and calls them losers. He attacked Scott Einziger for quitting to produce reality TV (he's won a few Emmys since), he spent most of Stuttering John's last day bashing Leno and, when Steve Langford quit for a regular news gig, Steve kept it quiet and when he left, Howard attacked him for it. He really has to be the center of everyone's universe. When they did a Billy West retrospective, it was a long string of backhanded compliments (he read Jackie's jokes well), mentions of Space Jam and the fact that he plays the red M&M in commercials. You know how many times they mentioned Futurama? Zero. They haven't been able to flat out attack him because West seems genuinely grateful for his experience and if Stern resents him, that's not Billy's problem and there's no profit in starting a fight.

I listened to the show for years, and still listen to all these great clips on UA-cam. But damn, Howard was a bully. Ungrateful. Vindictive. And incredibly selfish.
Billy as the Jackie Puppet is fifty times funnier than ANYTHING that’s been on the show (except maybe Sour Shoes) in the last 20 years. Prove me wrong.

Billy was hands down one of the best eras of the show. I know Billy wasnt as big as Artie became but he was equally funny, without being nearly as offensive. Billy, it always felt like a joke even when he said the F or N-word. Artie, you weren't always sure it was a joke.
howard wanted to have his talk show on late night so bad. He had no respect for any of the hosts, including dave and conan.. I guess his attitude changed later on.
