it depends if you in classic or competitive, but silver is up to around 5/6b then its gold after that

you get them from the missions in level 4 the aliance missions and you get some for finishing high in the fighting machine

How often does C4 comes ?

so it lasts about 28 days and then it takes around 2 weeks to start the signup then after the 3rd week your back in again
