Hey, I think you misunderstood the guy at the chess match. It's pretty clear English isn't his first language, and you barraged him with a bunch of aggressive sentences without letting him fully articulate himself. At 10:08, he gestures toward the chess players and seems to say "they can film," as in "you can film them." I think he personally just didn't want to be filmed, since he mentioned something about privacy and a camera at 9:56. It's hard to know for certain if he was talking about himself or the chess players, but it seemed like he was talking about himself, from the way he indicated that you could film them at 10:08.
Also, when in a foreign country, I'd definitely recommend taking a more chill approach and not escalating stuff like this. I live in China, and foreigners get stabbed by Chinese people all the time, because one-on-one confrontations quickly turn into "all the Chinese people vs the one dumb white dude," which inevitably ends awfully for the foreigner. It's all "alpha AF omg" until he pulls out a knife and you end up hospitalized, you feel me?
Not really a large risk in Western Europe unless you confront immigrants like that. You might get punched if you start a fight, but a knife from a Westerner is highly unlikely.

I agree with the first paragraph you said but the "foreigners get stabbed by Chinese people all the time" doesn't seem to be true. There appears to be 1-3 fatal stabbings/killings of foreigners in China per year. Considering the amount of tourists that come to China each year and there is only 1-3 cases of killing a foreigner each year it's a quite low number. Some of these cases where a Chinese kills a foreigner happen to be that the Chinese person has mental problems so it isn't like all Chinese or even a large minority will stab a foreigner. I can agree to the point of "foreigners get stabbed by Chinese people" but I can not agree with the use of "all the time".
