- This is a game breaking mission. I wasted hours, then researched it further when Chimurenga requested a meeting but was no where to be found.
1)Saving biff for intel & Giving it up diamond
2)Keeping Diamond & Fighting rebels
3)Best Option:Get intel & Diamond

You're so right about not sleeping on Ice. Not only can be a great melee build, but he can also be a great sniper.
This is gonna piss you off even more but if you get Pentagruel loyalty to 100 before you rescue Biff Chimurenga retires and gives his army to you so he never shows up at Hill station and you can just convince Biff to give the diamond to you and walk away
He only retires if you speak with him after that
My best result for this one sidequest was by having someone setting up a machine gun on the billboard. Just make sure you know where the next wave is coming from. You can buy a partially modded RPK from that old lady shop in that port in the south if you never found one.
This game is an unsung masterpiece, like playing chess on an exponential level, despite all the screaming involved. 😜
If you avoid the refuge camp, you can avoid the ramp up, too
AFAIK you only need Larry OR Smiley to convince Biff to give up the diamond, however, Larry must have had his hospital detox treatment.
Also, the museum can be convinced to pay for your donations by repeatedly talking to governor Penguins wife.
Convincing the governor or his wife to pay requires a psycho character in the squad afaik.
Too bad you can't recruit Biff, he's was hilarious in JA2 and I always liked his interactions with Larry.

In one JA2 playthrough, I exclusively used MERC mercs and trained this guy to level 10!
afaik if you save Bill and he gives the diamond back, after going to Pantagruel and saving Chimurenga at the bank, he hands over the mine to you so doing the quest might be useful if you are short on money.

I think where is still other options here. For example in both my playthroughs i just ignored Biff mission completely, even to the point that Refuge camp ambush had triggered before i even heard of Biff distress call. I had not intentionally intercepted legion party heading towards Biff, but they may had died anyway when i was claiming outposts and cleaning Legion near the river banks. I had met Chemurenga before Biff and had that 100% loyalty and was awarded with his diamond mine before i finally paid Biff a visit. I had not got any of his former mercs in the party, so defending him makes him leave with the diamond with no way for player to stop that, i even tried to blow him up from RPG after his final dialogue after we won battle with the Legion. Apparently nothing you can do to stop him escape with diamond at that point. But i still found the way. The way to get diamond is just to start the battle with Legion and hide, let Legion kill both Biff and his mercs and then, loot the diamond from the body. Now i have diamond in a pocket to do whatever i want, and this Biff idiot finally took his well deserved dirt nap :) It's really enjoyable to see how he and his pigs die for their "precious diamond". Only downside is -10 loyalty from Pantagruel - completely irrelevant.
I had no issue shooting him in the back as he leaves and taking it, in the current version.
But then you lose him as a potential witness to the events, which is also useful.
You can also get the green diamond once Biff gets killed in the battle. 💚😉

I been fighting wave after wave of enemies where Biff is. Doesn't seem to matter whether Biff lives or dies the game just keeps send wave after wave of endless enemies. Can't leave the zone either because the squad is in combat. I have spent 3 or 4 hours now just killing enemies. Wave after wave. Its not fun anymore. I think the game is bugged. Like some endless loop of constant waves of enemy squads.
Damn that sucks, there should only be about 5 waves. How many waves did you get through?
So before going to Biff, the sidequests in the refugee camp should all be done, right?
Yeah for sure, but the main one is avoiding the refugee camp. Eventually the refugee camp event will still be triggered, but can do the whole games in peace before activating it. You would have to do it eventually if you want to recruit the secret 6th Free Mercenary though, otherwise you just end up killing him.
