I wonder how New Zealand’s participation score would be affected if their Olympic Committee allowed every athlete who qualified to go. The athletes currently also have to show that they are good enough to win a medal.
You’re right, some countries have more combat sports medals e.g. France like you mention and also Japan which had 3 Gold in Judo and 8 in Wrestling. But the award was restricted to countries who had the majority (over 50%) of their medals from combat sports. France/Japan are excluded because they won so many medals in other disciplines.
