Sauna design guidelines recommend the user to be seated ABOVE the level of the top of the stones in order to get a proper effect. I think you could have kept the existing heater but raised your sitting positions. Having said that, the curved sides of the barrel don't lend themselves well to this. It's just not a very good shape for a sauna, despite their widespread popularity.
