Satyam Kumar iits are not top scientific institutions as they were created primarily to produce quality technical manpower for industry. It is only in the recent years that the iits have become active centeres of research. Top research centers in India are iisc, tifr, Bose institute, rri, .... But these institutions, while certainly world class , are not training undergrads. As a result of this very few young people end up being taught by active scientists during their formative years and are therefore are not nurtured from the start..in fact teaching undergrads will have to go hand in hand with research in order to create a true spirit of science at all levels. The problem traces back to the early years after Independence when our education and science policy were adopted but never really nurtured. India segregated research and teaching institutions to ensure that the very limited funds could be channeled for the most optimal results. However this policy burdened some institutions with over the top teaching duties with no time for research, and isolating research centers from the mainstream education system of the country.. This is main reason why the general public are more aware of iits than say a bose institute or the Saha institute !! Compare this with science in other countries where research is mainly pursued in universities and undergrads receive their education from done of the best in the field... Imagine a Nob laureate or a would be winner of the cherished award teaching a fresh bsc student... They are left awe inspired at a young age, and are prodded to tread the path of discovery....
