I expect her to be DLC of some kind. A legacy character to return maybe.
She is...but isn't playable (as far as I know)
Unfortunately, speaking from the future. She is not. But she does make her return as her child self in Raphael's Story Chronicle. And definitely gets more attention in the story mode. Showing Raphael's character and his extreme lengths to give his adopted daughter a life and world worthy for her to live in happily.
I always assumed Raphael to by an awful person, but Amy's presence and Raphael's concern for the lowborn really betrays the snobbish attitude about him.
