In the Netherlands we do have lots of bikes (3 bicycles per capita, that means that roughly every Dutch person own two bikes, the last one is in the grachten of Amsterdam), but helas also quite some cars, most people have two usually. So that just means that having good cycling infrastructure does not mean making driving worse (I've actually heard it makes it better).
