It depends on what razor you use. An aggressive safety/ double edge safety razor cut very close. Some barbers reccomend to only shave with the grain. Only go across the grain in needed.
One safety razor and a pack of 10 blades will easily outlast a toy 5 blade razor. FWIW I shave against the grain on my first pass but everyone's different - after that I find stubble with my fingertips for a finishing pass. It depends so much on YOUR face, your hair, your razor, your choice of blade, preparation (hot shower, quick splash of hot water, cold water etc) so different every time!
I shave in the shower with a safety razor with generally two passes, one with the grain to get rid of the bulk of the hair, and then the second against the grain to get a real close shave
