If you really were drinking, a refusal may wind up with lesser consequences than what you might otherwise get if they can prove you were DUI, but that's a complex situation you should communicate with a lawyer on directly should you ever face such a situation. I rarely drink as it is, and have never got behind the wheel in an inebriated state. The best thing is to never drink and drive, but the next best thing is to know your rights and legal obligations.

In most states MADD (Mothers Against Drunk Drivers) hold contests with many police departments. They give prizes to officers for having the most DUI arrests. Not convictions, just arrests. So officers are incentivized to make DUI arrests. Blood tests usually take months to come back, and until they do sober drivers are having to spend thousands of dollars to defend themselves from false charges.
The reason MADD does this is because judges compel those convicted of DUI/DWI charges to make a "donation" (usually around $1000.00l to one of these organizations. These organizations in turn make huge donations to the departments with the highest number of DUI arrests. The whole thing is a huge scam. This is what is known as policing for profit.
Honestly, with all the problems APD has had for decades, it's an obvious cultural problem. All of upper management needs to be fired and replaced. Completely cleaning house is the only way. Any company in the world worth it's salt would do the same with a problem location.
Just the statistics should have alerted the chain of command that something was wrong with this officer. If you're getting the vast majority of your cases dismissed or not guilty verdicts, then you're either doing something horribly wrong and how your processing the cases, or you're arresting innocent people. I would think anything over 15 to 20% losses on your DUI cases would be a red flag. There should be a class action lawsuit against everybody involved.

I have NEVER heard of a cop refering a lawyer to someone he arrested! Isnt that a conflict of interest? Second turning over personal property to a defense lawyer breaks the chain of evidence, he could have very easily said when he got to the lawyers home/office that it wasn't there and had the cop charged with theft. It was part of their shakedown to get him to hire their lawyer. And anytime you go to court its a roll of the dice, no lawyer let alone a paralegal can guarantee an outcome.

The state stole 189 trees that I can earn $2000 or more per tree with my sawmill. $8500 is chump change.
