I know this is probably over done, but ants, termites or bees as a dominant intelligents on earth is always a fun thought experiment. You could always do moths or butterflies, I'd be interested to see how one could justify higher intelligence in something like a butterfly.

Since raccoons are nocturnal and relied on more on they're hands for sensing their surroundings and texture of things. Hear me out: sapient hippos.
Dolphins, elephants and chimpanzees are the most intelligent and socially complex animals that exist just after humans (and especially elephants and dolphins are especially good at recognizing themselves in the mirror); but dolphins have a much higher encephalization coefficient than the rest (the human has almost 7 while the dolphin has a little more than 5, and the chimpanzee has a little more than 2). But of course... dolphins have the big problem that they are in an environment that does not encourage the development of limbs that manipulate objects... in addition, water makes the discovery and use of fire impossible (impossible?).
In theory, a socially complex civilization could be created without developing technology... but it would be a stagnant civilization in several ways by not being able to progress, for example, to populating other planets; which is important because a species becoming interplanetary ensures/improves the probabilities of its long-term survival and permanence.
I would like to see what you could do with the dolphins and the ravens, which are the most intelligent birds along with that species of gray African parrot (they use tools, they solve complex problems, they remember faces).

If this were the case, then we are not so different then our comics and everything else sci-fi. But I think in a not so distant future there will be time when animals gain sentience. And not in the same way that you see on websites today.
