The elephant is in musth, it gets high level of testosterone in the body during mating season and gets aggressive enough to fight anything in its sight, Hence why its legs are tied so tightly to keep it immobilized. And they give things like tyres or coconut branches for them to let the frustration out and tire themselves off. This is not animal cruelty, it is for the safety of elephant itself, other elephants and its human handlers
