The Finnish female figure, "Suomi-neito" (literally Finland maiden), is a common symbolic embodiment of Finland, and it got it's start before Finnish independence. "Suomi-neito lost her other arm" has been a popular way of referring to how Finland had to give parts of it's territory to the Soviet Union as part of the peace treaty of the wars fought between them during WW2; hence why she has only one arm left. She also technically had "a foot" in the Karelia region, which also had to be handed over
